VPV is calling for local organizations that have the needs of hosting international volunteers.

This post describes the criteria, or the capabilities that local partners should have in order to ensure successful collaboration. These capabilities will be referred to as “standard criteria”. Apart from that, a list of additional capabilities of the local partner which would further facilitate the cooperation will be included at the end of the document. These capabilities are referred to as “additional criteria”.

A partner that fulfills both sets of criteria might be preferred upon a partner having only the standard criteria.

Standard criteria

The partner should

• be a public or private institute or organization that serves the benefits of certain disadvantaged groups or local communities, with the aims to support local community development. To justify this criterion, the organization’s operation certificate (in case of NGO or social enterprise) and activity report (if any) should be presented.
• have a clear need for international volunteers to support their cause for community development (in case of public institutions, official requests for volunteers (emails, letters) should be presented).
• be interested in intercultural experiences.
• be willing to assign one member, who can speak English, to be in charge of the volunteers, with whom volunteers can:
  • ask for help or instruction at work
  • inform when they are not able to go to work (in case of sickness, vacation or other personal issues)
  • be the connection between the volunteers and the working staff
  • In case the contact person can’t speak English while the need for volunteers is essential, VPV can still send volunteers if both sides find a way to facilitate the communication between the contact person and the volunteers.

The partner should not

• make use of volunteers’ presence to make profit
• ask volunteers to replace paid workers
• pay volunteers (with salary)

Additional criteria

• Have experiences with international volunteers
• Have the permission to work with foreigners
• Be willing and able to support transportation or lunch for volunteers

In case of organizations in other provinces

• Be supportive with administration procedure to host international volunteers (for example, visa application process, and registration with local police/authorities of the volunteers stay…)

• Be willing and able to provide accommodation for volunteers

Hiện nay, VPV đang có nhu cầu tìm kiếm các đối tác có nhu cầu nhận tình nguyện viên quốc tế. 

Bài viết này giới thiệu các tiêu chí VPV mong đợi từ các đối tác địa phương để đảm bảo việc hợp tác thành công trong hoạt động trao đổi tình nguyện viên quốc tế. 

Tiêu chí cần có

Đối tác địa phương cần đảm bảo các tiêu chí sau:

• là tổ chức hoạt động vì mục đích đóng góp cho cộng đồng hoặc hỗ trợ các đối tượng thiệt thòi ở Việt Nam
• cần đến sự hỗ trợ của tình nguyện viên quốc tế trong các hoạt động của tổ chức
• quan tâm tới các trải nghiệm giao lưu văn hóa
• có thể cử cán bộ (có thể nói tiếng Anh) phụ trách tình nguyện viên với vai trò:
  • hướng dẫn tình nguyện viên về mặt chuyên môn
  • trao đổi với tình nguyện viên về lịch làm việc, lịch nghỉ lễ Tết, nghỉ phép, nghỉ ốm… của tình nguyện viên
  • là đầu mối liên lạc giữa tình nguyện viên và cán bộ nhân viên của tổ chức
  • Trong trường hợp cán bộ phụ trách tình nguyện viên không sử dụng tiếng Anh trong khi tổ chức rất cần tới sự hỗ trợ của tình nguyện viên, VPV sẽ thảo luận với tổ chức về phương án phù hợp để đảm bảo việc trao đổi thông tin giữa tình nguyện viên và tổ chức.

Đối tác địa phương không nên:

• tìm kiếm lợi nhuận từ sự tham gia của tình nguyện viên trong các hoạt động hỗ trợ tại tổ chức
• yêu cầu tình nguyện viên làm các công việc thay thế cho các nhân viên chính thức
• trả lương cho tình nguyện viên

Tiêu chí bổ sung

Hoạt động trao đổi tình nguyện viên sẽ diễn ra thuận lợi hơn nếu đối tác:

• Có kinh nghiệm làm việc với tình nguyện viên quốc tế
• Được phép tiếp nhận người nước ngoài làm việc tại tổ chức
• Sẵn sàng và có khả năng hỗ trợ đi lại hoặc ăn trưa cho tình nguyện viên

Với các tổ chức ở các tỉnh khác ngoài Hà Nội

• Sẵn sàng và có khả năng hỗ trợ các thủ tục cần thiết để tiếp nhận tình nguyện viên quốc tế (thủ tục xin tiếp nhận tình nguyện viên, thủ tục xin thị thực cho tình nguyện viên, đăng ký tạm trú tạm vắng cho tình nguyện viên trong thời gian tình nguyện viên tham gia hoạt động tại tổ chức…)

• Sẵn sàng và có khả năng đảm bảo chỗ ăn ở cho tình nguyện viên trong thời gian tình nguyện viên tham gia hoạt động tại tổ chức.

- Thư đề nghị cung cấp tình nguyện viên (để chia sẻ rõ nhu cầu về tình nguyện viên)

- Giấy phép hoạt động (đối với các tổ chức phi chính phủ hoặc doanh nghiệp xã hội tại Việt Nam)

- Báo cáo hoạt động trong năm vừa qua (nếu có)

- Mô tả dự án (theo mẫu của VPV)
